In the case of heavy industrial accidents, the first person on-scene—the literal “First Responder”—is less likely to be a professional medic than a shift foreman or security officer.  This difference shifts the focus from collecting patient data to guiding the first-person-on-scene through steps that will help ensure sufficient situational information is captured and handed off to emergency medical service when they arrive; then the emergency incident information can be forwarded seamlessly within the emergency management space.
